Kasia Mulligan is a Vice President at The Herald Group and provides unique expertise in public and private sector strategic communications and policy reform.

Prior to her current role, Kasia served as Communications Director for U.S. Senator Pat Toomey of Pennsylvania. As on-the-record spokeswoman for the Senator, she was responsible for messaging the Senator’s policy priorities and acting as primary media liaison. During her tenure, she led the office’s communications strategy on a range of issues including the 2018 tax reform bill, financial deregulation, and U.S. trade policy.

Kasia was previously a Senior Director at The Herald Group where she managed client account teams and provided public affairs counsel to Fortune 500 clients, coalitions, and trade associations. She also directed the firm’s third-party outreach program, building strategic relationships with national think tanks and advocacy organizations.

Prior to joining The Herald Group, Kasia managed external affairs for the American Enterprise Institute (AEI) where she developed multi-faceted relationships with key policy, government, and business organizations. Before AEI, Kasia advanced state and local policy reforms at the Manhattan Institute for Policy Research (MI) in New York City. As Deputy Director of MI’s Center for State and Local Leadership, she managed the roll out of innovative policy research and on-the-ground initiatives on public safety, education, and public services. She also met regularly with international organizations and governments interested in U.S. public policy best practices. She was previously MI’s Deputy Director of Communications. Before moving to New York, she worked on state and national political campaigns, as well as in the Massachusetts press office of Governor Mitt Romney.

Kasia holds a B.S. in Journalism and a B.A in political science from Boston University.
